Grants system gets a rebuild, a weekly watcher, and club alerts

An automatic weekly sweep now identifies new or changed grant rounds to replace manual checks. Every lead is reviewed and approved by Wade before club records are updated or alerts are sent.
What the problem was
Finding grant rounds that clubs could apply for used to be a manual process. It depended on someone remembering to check for updates.

What was built
A weekly automatic sweep now runs every Monday morning. It looks for any new or changed grant rounds.
Everything the sweep finds goes to Wade for approval first, before a club record is updated or an alert is sent.
